Such denunciation shall only take effect in so far as concerns the Member of the League of Nations or the non-Member State on whose behalf it has been made.
Any denunciation made in conformity with this procedure shall be notified immediately by the Secretary-General of the League of Nations to all the other High Contracting Parties.
If any High Contracting Party considers that any denunciation thus made has created à new situation, and makes to the Secretary General of the League of Nations a request to this effect, the latter shall convene a Conference in which the other High Contracting Parties undertake to participate. This Conference may, within a period to be fixed by itself, either terminate the obligations arising under the present Agreement or modify its provisions. If any Member of the League of Nations or non-Member State bound by the present Agreement is unable to agree to the modification introduced, the said Agreement nlay be denauncëd on its behalf, and it shall then be released from its obligations thereunder as from the date on which the denunçiation which led to the convening of the Confërence takes effect.
Article 8.
The provisions of Articles 4, 5, 7, 8, 9, 10, 11, 12 and 13 of the Convention of November 8th, 1927, and the provisions of the Protocol mlating to these Articles, as well as of paragraph, (b) of the Protocol to Article 1, shall apply to the present Agreerrient in so far as the obligations contained therein and the products covered by the Agreement allow. As regards the application of the procedure provided for n the above mentioned Article 8, no distinction shall be made between the various provisions of the preceding Articles of the present Agreement.

Protocol to the Agreement.
At the moment of signing the International Agreement relating to the Exportation of Hides and Skins concluded this day, the undersigned, duly authorised, have agreed on the following provisions, which are intended to ensure the application of that Agreement.
The provisions of the Agreement relative to the.Exportation of Hides and Skins of this day,s date shall apply to prohibitions and restrictions on the exportation of the products mentioned in Article I of the said Agreement from the territories of any High Contracting Party to the territoriës of any othër High Contracting Party.
Ad Article 1.
"Prepared hides and skins" shall, for the purposes of the present Agreement, mean hides and skins which have undergone some form of preparation for the sole purpose of ensuring their preservation.
Ad Article 2.
In consideration of the annexed declaration signed by the delegate of Roumania, the High Contracting Parties agree that that country shall provisionally not be bound by the provisions of Article 2 of the Agreement of this day,s date.

While reserving the right to maintain export duties on hides and skins, the Roumanian Government declares that it has no intention whatever of maintaining in respect of these commodities, by means of excessive export duties, the prohibition which has been abolished; it merely desires to retain full liberty with a view to arriving at a normal situation by the gradual r eduction of export duties, a course which it has already pursued in the case of other raw materials.

Final Act.
In conformity with paragrapli 3 of the Final Act of the Convention for the Abolition of Import and Export Prohibitions and Restrictions, signed at Geneva on November 8th, 1927, the Council of the League of Nations convened two Diplornatic Conferences, which were held at Geneva from March 14th to 16th, 1928, and from June 28th to 30th, 1928.
These Conferences drew up and adopted the International Agreement relating to the Exportation of Hides and Skins of even dâ.te and also the Protocol annexed thereto.
The Council of the League of Nations appointed as President of the Conference:
